95 Jetta GL 2.0 Clock resets when key turned and car won't start.

I have a 1995 VW Jetta GL 2.0 Vin C 5 speed Manual.

I drove through some flood water (Yes, I know, we all do stupid things in the moment) and the car started acting "funny". So I pulled into a parking lot and shut it off immediately. When I tried to restart it the starter just clicked as if the battery was dead. I got a ride home and then had the car towed home the next day.

I let it sit on blacktop for 2 days to dry out. If I just let the key sit in the "Run" position after about 2 seconds the dash cluster cuts out for about a second and the clock resets itself. When I try to start it now nothing happens and the dash cuts out and the clock comes back on reset.

The battery is charged and fine. The wires running to the starter/alternator have continuity. NONE of the fuses are blown. The fuel pump relay has always kind of clicked when the key was in the "run" position but the car off, it doesn't even do that.

I'm thinking the ECM and/or the starter is shorted out.

Any ideas or suggestions?
