2.0 cranking over but not starting

It has gas and oil but it won't start, is this a timing belt/cam chain issue?

I had a 96 2.0 that was not starting and throwing same code, after much frustration I found that the big crank gear bolt, the one you can turn the engine with was broken.
Check your timing belt first and make sure it's tensioned right.
If it is you might want to check the bolt, but keep in mind that it is a one time use bolt so if you loosen it, you must replace it with a new one.
Mine was broken about half way in.

take off the timing belt cover and check your timing belt and make sure the tension is right,
